Job Summary

The Canadian Security Intelligence Service (CSIS) is seeking the services of a Contract Officer who will be responsible for planing, organizing and conducting the contracting out of services in support of client branches, including, but not limited to, contracts for construction, engineering, research and development, informatics or other professional consulting services.

The functions may involve the following:

  • Negotiate contractual terms and conditions and execute contractual agreements in accordance with CSIS Policy and Procedures and Treasury Board Contracts Policy, Guidelines and Regulations.
  • Advise, interpret Government Contracts Policies, Guidelines and Regulations while consulting with clients on their often unique contract requirements and recommending the most effective contracting strategy to achieve overall corporate objectives.
  • Plan, develop and write contract documents, providing clear and detailed information to private industry for complete understanding of Service requirements.
  • Coordinate, organize time frames, bidding process, job showings, bid evaluations; ensuring process is in keeping with the Treasury Board Contracts Policy, Guidelines and Regulations.
  • Establish and maintain effective relationships with officials from both the private industry and other government departments/agencies as well as employees and managers of client branches.

Education

Undergraduate degree in Commerce, Business Administration or related field and two (2) years related experience or a College Diploma (3 years) in Business Administration or related field and three (3) years related experience.

Experience

The candidate should possess experience working as a Contracts Officer in the federal government milieu with demonstrable experience in contracting for minor construction, engineering, research and development, informatics or other professional consulting services.

Canadian citizens eligible for a Top Secret security clearance.

Security Requirements

Candidates must have no criminal record, be one-year drug-free and able to obtain a Top Secret security clearance. This process involves a security interview, an extensive verifiable background investigation covering the last 10 years, that includes credit and financial verifications, as well as a polygraph examination.

Bilingual imperative (BBC)

Salary Range

From $62,280 to $75,780 per year (under revision). Salary is commensurate with qualifications and experience.
